Yes, 15 civilians is way more than hundreds or thousands of civilians.
The total death count at Tiannenmen riots was around 300. including officers who got shot by “peaceful prosters with guns.”
As you might notice the difference is that the Lebanese civilians are not attacking the IDF. Instead they are unarmed and being attacked on their own land.
