There have already been several operations by three-letter agencies involving the use of “private devices”, I wouldn’t be surprised if this project was involved in some way. The operations are becoming more and more sophisticated.

I use both cos it’s easier to use on multiple devices and it’s system-wide. So you only have to set it up in the router and you should be fine, if you are outside the home network you can always use private DNS option in android.
I use both DNS and browser, and I prefer DNS level.

I believe your ISP can modify the default DNS of your router so when you connect through DHCP a device it will set that DNS, but if you manually set the DNS in your device ISP can’t notice it.
Several providers depending if it’s home, mobile with VPN or not.
